As a co-operative financial services institution, First West is overseen by a democratically elected, 12-person board of directors, responsible for stewarding the credit union’s operations on behalf of members and overseeing the management of the credit union's business and affairs.

Since his election to the First West Board in 1998, Shawn has been at the helm as Board Chair since 2011. Shawn’s current responsibilities include serving on the Government Relations and Partnership, and Human Resources committees. As Board Chair, Shawn is also an ex-officio member of all other committees.

Shawn’s academic credentials include an ICD.D designation and a Bachelor of Arts in Economics and History from Simon Fraser University.

A visionary in the tech industry, Shawn’s entrepreneurial spirit is matched by his commitment to the credit union movement. As Co-Founder & Partner of CBTW, he has orchestrated a pivotal shift from a multi-brand operation to a unified brand, targeting key sectors such as Financial Services, Industrial/Manufacturing, Pharmaceuticals and Life Sciences, and Retail. Under his leadership, CBTW strives to become a globally recognized partner for innovative tech and business solutions, championing collaboration for a sustainable future. His previous tenure as a Partner at Versett showcased his strategic and technical acumen.

Shawn’s foundational role as the founder and CEO of Domain7 led to its expansive growth across Canada, the US, and the UK, complemented by the creation of Domain7 Studios. His efforts have been central to Domain7’s acclaim in driving human-centered transformation.

His strategic foresight has been instrumental in several pivotal credit union mergers and acquisitions, contributing to the formation and expansion of First West Credit Union, including:

  • Member of the credit union board that negotiated the merger of First Heritage Savings Credit Union and Delta Credit Union to form Envision Credit Union in 2001.
  • Member of the credit union board that negotiated the merger of Envision Credit Union and Valley First Credit Union to form First West Credit Union in 2010.
  • Chair of the credit union board that led negotiations for First West to acquire Enderby and District Credit Union in 2013.
  • Chair of the credit union board that led negotiations for First West to acquire Island Savings Credit Union in 2015.

Shawn’s vision for First West extends beyond B.C., aspiring to set a benchmark in cooperative banking across Canada. He is eager to apply his expertise in leadership, strategy, organizational design, and technology to propel the credit union forward. His board competencies—business growth, entrepreneurial leadership, and governance—stand out as his professional hallmarks.

Born in the UK, Deborah embarked on a transformative journey to Canada, where she carved out an illustrious career in academia. Her path led her through three prestigious universities: McGill, Dalhousie, and UBC. Most notably, she served as Interim President of UBC and previously held the position of Principal at UBC Okanagan from 2012 to 2020.

The skills Deborah brings to the board include enterprise strategy, risk management, equity, diversity and inclusion (“EDI”), environmental and social accountability, governance and roleholder engagement. A leader in roleholder engagement, Deborah brings to First West experience in leading complex organizations through periods of rapid change and growth.

Deborah’s experience leading large, dynamic organizations aligns seamlessly with First West’s trajectory. She envisions an enterprise that not only thrives financially but also contributes positively to society. Her tenure at UBC prompted deep reflection on institutional impact—a perspective she brings to the board.

Deborah chaired the Council of Canadian Academies Expert Panel on Plant Health Risks in Canada (2020-2022), demonstrating her commitment to scientific advancement. Currently she contributes her expertise as the vice-chair of the Canadian Forces Liaison Council, Pacific Region where Deborah bridges the gap between civilian and military communities and she is also an active board member of Genome Canada.

She currently serves as Vice-Chair of the Human Resources Committee and contributes her insights to the Audit and Conduct Review and Government Relations and Partnership committees.

Paul has been a director at First West Credit Union since 2019, and is currently the Chair of the Risk, Investment and Loan Committee. His expertise also extends to his roles on the Audit and Conduct Review and Governance and Nominations committees.

A Chartered Professional Accountant with the FCPA designation, Paul had an impressive 40-year tenure in public practice. He had a pivotal role as Partner at PricewaterhouseCoopers (PwC) Vancouver, where he led the Financial Services practice in British Columbia from 2000 to 2015. His clients ranged from large credit unions, insurance companies, investment managers and fintech companies, and his regulatory experience included both provincial and federal levels.

Paul’s board leadership also includes Central 1 Credit Union, where he chairs both the Audit and Finance Committee and the Nominations and Election Committee, and contributes to the Risk Review, Investment & Loan Committee. His commitment to community well-being is evident through his role as Treasurer and Chair of the Finance Committee at the Delta Hospital and Community Health Foundation. Additionally, he contributes his professional acumen to the Investigation Committee of the Chartered Professional Accountants of British Columbia.

His past board memberships include the Chartered Professional Accountants of British Columbia, the Audit Advisory Committee of the Public Guardian and Trustee of British Columbia, and Canuck Place Children’s Hospice, reflecting his dedication to both the financial and non-profit sectors.

Paul holds an Honours Degree in Industrial Economics and is an ICD.D certified corporate director. He is a long-time resident of the Tsawwassen community.

Meryle, elected in 2019, is a Chartered Director and FCPA bringing over four decades of diverse business acumen to First West’s board. Her expertise spans multiple industries, where she has consistently demonstrated her leadership capabilities. Presently, Meryle presides over the board’s Audit and Conduct Review Committee and contributes her insights to the Government Relations, Risk, Investment, and Loan Committees.

In her role as a seasoned finance executive, Meryle has lead the implementation of comprehensive IT systems, crafted business models for various organizations, and developed strategic plans. Her proficiency in designing Bill 198 COSO internal controls is matched by her adeptness in collaborating with auditors and bankers, as well as her acumen in orchestrating mergers, acquisitions, and international contracts.

Meryle’s governance experience is extensive, encompassing over 40 years with community non-profits, a decade with private corporate and family boards, and two decades with provincial and national professional associations. Notably, she played a pivotal role in the unification of the CA, CMA, and CGA designations into the CPA (Chartered Professional Accountants).

As the founder of the Okanagan Women’s Leadership Network and a local Finance Leaders Cohort, Meryle is committed to fostering leadership, business acumen, and networking opportunities. Her contributions have earned her prestigious recognitions, including “Woman of the Year” by the City of Kelowna and being named one of the “Most Influential Women in BC” by BC Business.

Jeff was elected to the credit union board in 2017, where he has been an integral member of the Audit and Conduct Review, Human Resources, and Governance and Nominations committees.
His bachelor’s degree in business administration is complemented by an Institute of Corporate Directors, Director (ICD.D) designation, reflecting his commitment to continuous learning and professional development.

An entrepreneur at heart, Jeff owns Terravista Tech and Wild Frog Systems, two innovative IT service companies in the Lower Mainland. His entrepreneurial venture started when he successfully navigated the growth and sale of TSC Software, the company behind atrieveERP, the premier HR, payroll, and finance solution for school districts in Western Canada. After scaling and selling the company, Jeff joined SRB Education Solutions, where over ten years, he served as general manager, product manager, and IT director. During this period, he was deeply engaged in strategic planning, operations management, and the launch of new products and brands, gaining invaluable experience in mid-size enterprise operations, policy formulation, and board-level reporting.

These diverse experiences have equipped Jeff with a unique blend of skills that he brings to the First West board, contributing significantly to its strategic vision. His competencies in entrepreneurial leadership, business growth, transformation, and technology are assets that enables a broad perspective and a forward-thinking approach to governance and decision-making.

Richard has been on the board of First West and one of its predecessor credit unions, Island Savings, since 2006. His leadership extends to his role as the Vice-Chair of the Governance and Nominations Committee and as a member of the Human Resources Committee. His commitment to community service is further exemplified as Chair of the First West Foundation.

A holder of the prestigious Institute of Corporate Directors, Director (ICD.D) designation, Richard’s acumen in corporate governance is well-recognized.

At the helm of Yellow Point Lodge Ltd., Richard’s entrepreneurial journey spans several decades, marked by his expertise in the hospitality industry and adept management of a small-sized enterprise on Vancouver Island.

Richard’s tenure on the Island Savings Credit Union board concluded when the institution merged with First West in 2015, marking a significant milestone in his career. Beyond his professional endeavors, Richard is a fervent advocate for community welfare. He initiated the Kick One In program, a noble cause that has recently expanded its dedication to aiding food banks across British Columbia in their mission to nourish families.

In a testament to his dedication to environmental conservation and community enjoyment, Richard, alongside his family, has ensured that approximately 70 acres of the Yellow Point Lodge estate will be preserved in their natural state, safeguarding the land for the appreciation of generations to come.

Waheed’s tenure on the board of First West Credit Union started in 2022 and has been marked by his influential roles as Vice-Chair of the Risk, Investment and Loan Committee, and the Audit and Conduct Review Committee. His directorship on the First West Foundation Board further showcases his dedication to the organization’s growth and community outreach.

With a rich background spanning over two decades in the Canadian financial sector, Waheed has been instrumental in the expansion of both provincially and federally regulated financial institutions. His roots are firmly planted in the lower mainland, where he pursued higher education at the University of British Columbia, earning a Bachelor of Commerce with a focus on accounting. His professional journey is distinguished by his tenure at a global accounting firm specializing in audit and risk management, where he served numerous credit unions, enhancing his expertise with a Chartered Professional Accountant (CPA) designation and IT risk (CISA) accreditation.

Waheed’s executive experience in the financial industry encompasses a broad spectrum of responsibilities, from strategic planning and financial reporting to treasury, tax, procurement, and project management. These roles have equipped him with the insights and skills necessary to provide valuable contributions to First West’s Board.

Driven by a passion to serve, Waheed’s ethos aligns with the core values of credit unions, which prioritize service to members, communities, and employees. His commitment to fostering win-win-win scenarios is evident in his efforts to support First West’s ambition of becoming a federally regulated credit union, offering Canadians a robust financial alternative.

Waheed’s life outside the boardroom is as vibrant as his professional life. Residing with his family in West Vancouver, he actively engages in a variety of activities including cycling, ice hockey, kayaking, traveling, and hiking, reflecting his zest for life and the great outdoors. Waheed’s multifaceted expertise and community-centric approach make him a valuable asset to First West Credit Union and the broader financial community.

Darryl Kropp, ICD.D

Darryl was elected to First West’s Board in 2018 and currently serves as Chair of the Governance and Nominations Committee. In addition, Darryl serves on the Governance and Nominations Committee, the Risk, Investment and Loan Committee and as a director on the First West Foundation Board.

With a solid educational foundation, Darryl holds a Bachelor of Business Administration and a Lean Blackbelt certification. His commitment to continuous learning is evident from his recent completion of the Directors Education Program (DEP) at the University of Toronto’s Rotman School of Business in 2023, which culminated in the prestigious ICD.D designation.

With more than 25 years of experience in technology leadership across diverse sectors such as utilities, aerospace, government, and human services, Darryl is an executive leader at RedMane Technology. There, he leads the Project Enablement function, ensuring excellence in delivery across RedMane’s North American operations.

Darryl’s ability to drive efficiency and enhance member experiences is a cornerstone of his approach, greatly benefiting First West’s strategic discussions. His insights are particularly valuable in navigating the organization’s digital transformation and the integration of Agile methodologies.

A long-time resident of Abbotsford, Darryl has dedicated 35 years to enriching his community. His commitment is exemplified by his role as the board chair for Northview Community Church, where he actively contributes to the community’s growth and wellbeing.

Since his election to the credit union board in 2006, David has been an essential part of its governance serving as Vice-Chair from 2016. His leadership extends to chairing the Governance and Nominations Committee and Government Relations and Partnership Committee, as well as serving as Vice-Chair of the Risk, Investment and Loan Committee.

David’s educational path, marked by a law degree and a bachelor’s in business administration with specializations in marketing and finance, has provided him with a comprehensive set of of skills. In 2022, he further augmented his qualifications by obtaining the ICD.D designation, affirming his commitment to excellence in corporate governance.

As a partner at Linley Welwood LLP, a business law firm in Abbotsford, B.C., David is at the forefront of the litigation department, guiding all facets of the litigation process. His strategic role in the 2010 merger that resulted in Linley Welwood LLP showcases his legal acumen and business foresight. With over a quarter-century of experience, David brings invaluable insight and guidance to every board meeting and discussion.

David’s involvement in credit union mergers and acquisitions is extensive, having played a key role in several pivotal consolidations, including the formation of First West Credit Union and the acquisitions of Enderby and District Credit Union and Island Savings Credit Union. His competencies in law, board governance, and business growth and transformation are important to the board’s success.

His dedication to community service extends beyond his professional achievements. As a founding director of the Run for Water Society and the Run for Water Foundation, he has made a lasting impact, and even in retirement, his work continues to inspire and drive the organization’s mission.

As the Chair and CEO of BM Group of Companies (BMG), Balraj leads a diverse conglomerate that includes specialty construction, materials supply, and real estate businesses. His leadership extends to key roles on various First West committees, where he serves on the Risk, Investment and Loan, Human Resources, and as a director of the First West Foundation.

With BMG’s headquarters in British Columbia’s Lower Mainland, Balraj has been instrumental in the company’s growth across Canada, the United States, and South Asia overseeing a workforce of over 500 employees. His prior experience managing large multi-national engineering firms has endowed him with valuable insights into business expansion and market entry strategies, which he brings to First West’s board.

An alumnus of Kwantlen College, Balraj earned his civil engineering technology diploma in 1986 and is affiliated with professional bodies such as the Engineers and Geologists of BC (EGBC) and the Applied Science Technologists and Technicians of BC (ASTTBC). His commitment to education and community development is evident through his directorship at the Kwantlen Polytechnic University Foundation and his past contributions to the Langley Memorial Hospital Foundation, Surrey Board of Trade, and the Society of Punjabi Engineers and Technologists of B.C.

A dedicated member of First West since 2004, Balraj’s personal life is deeply rooted in Langley where he enjoys family life with his wife, two daughters and son. His biography reflects a blend of professional acumen and community engagement, underscoring his multifaceted contributions to both his industry and society.

Cathy’s extensive 30-plus years in the business world have seen her excel in senior management roles across various multi-national firms, with a keen eye on corporate strategy and marketing communications. As the founder of Strategic Initiatives, she offers consultation on strategic, market research, and stakeholder engagement.

Her academic credentials include an M.B.A. in Entrepreneurship from the University of Victoria and a Post Degree Diploma in Accounting from Camosun College.

Joining the First West Board in 2017 was a milestone for Cathy, and she has taken the lead of the Human Resources Committee since 2018. Her board duties also encompass roles on the Risk, Investment and Loan, and Governance and Nominations committees. Cathy’s contribution to the board is multifaceted, including board leadership, strategic oversight, governance in property management and development, risk management, and a steadfast dedication to integrity and ethical governance.

Her governance expertise extends to her service on the boards of Engineers & Geoscientists BC, Technical Safety BC, the Canada Foundation for Innovation, and UVic Properties. Cathy’s past governance roles include positions with Consumer Protection BC, Peninsula Co-op, CADTH, and she has held the position of Board Chair at the University of Victoria. Her directorial experience also includes tenures with the Victoria Hospitals Foundation, the Arthritis Society of Canada, the CMA Society of BC, the United Way of Canada, and the United Way of Greater Victoria.

With a Chartered Director designation and membership in the Institute of Corporate Directors, Cathy is committed to the continued prosperity of First West, working diligently for the benefit of its members, employees, and the communities it serves.

Karley Scott

Karley’s journey began in a small community in northern Saskatchewan, where her initial encounter with finance was through a local credit union. Embracing her heritage as a member of the Metis Nation, she pursued higher education with a Bachelor of Arts in English from the University of Saskatchewan and a Law degree from the University of Calgary, complemented by her accreditation as a qualified Arbitrator.

Her professional path was initially shaped by a decade-long commitment to the Government of Canada, where she dedicated her efforts to Indigenous Peoples and youth. This experience was a prelude to her legal career, which started in Kelowna in 2012, amidst the joys and challenges of raising two young children with her supportive husband. Karley’s legal expertise spans Corporate Law, Wills and Estates, Family Law, and Aboriginal Law, culminating in her appointment to the Parole Board of Canada in 2019.

In her current role, Karley adeptly balances her responsibilities on the Parole Board with her consultancy work, focusing on Environmental, Social, and Governance (ESG) matters. Her work is particularly centered on Reconciliation, reflecting a deep commitment to addressing its complexities within Canadian society.

Karley’s governance experience is extensive, having served as a Governor at Okanagan College, where she led the Governance Committee. Her expertise aligns seamlessly with First West’s ethos, which values community engagement, a strong ESG framework, and the inclusion of Indigenous perspectives.

In her capacity as a director at First West, Karley contributes to the Audit and Conduct Review and Human Resources Committees, and she furthers her impact through her directorship at the First West Foundation. Her narrative is one of continuous growth, community service, and a dedication to fostering inclusive and sustainable practices within the financial sector.
